Rules Committee Convenes Inaugural Meeting

The NYCOM SGA Rules Committee conducted its first-ever meeting via teleconference on October 7th, 2010, to discuss the goals of the committee and to begin work on the numerous projects for the year. The committee was established by a vote of the Council in the 2009-2010 academic year to address the need for continuous and thorough review of all SGA policies and procedures to ensure the SGA is operating in an equitable and supportive manner in accordance with its bylaws and other policies and procedures.

In addition to bylaws, the SGA abides by a hierarchy of rules to effectively carry out its mission and vision, including national and state laws, accreditation and standards of the medical profession, rules of order, standing rules, and customs. The Rules Committee addresses all of these areas in addition to the bylaws.

The Rules Committee membership includes the following ex officio voting members: SGA President, SGA 1st Vice President- Executive, SGA 2nd Vice President- Administrative, SGA Secretary, SGA Treasurer, SGA Parliamentarian, SGA Advisor, and NYCOM Legal Advisor to the SGA. Furthermore, voting membership will include an elected student from the four successive graduating classes. The Committee, chaired by the SGA President, meets at a minimum of four times per membership term, with a minimum of one in-person meeting of the committee per term, charged with the responsibility of:

1) ensuring all current rules are being followed accordingly,
2) reviewing current rules for accuracy,
3) providing suggestions for revision to the SGA General Council in the form of resolutions when rules are not accurate or have been requested to be amended,
4) analyzing requests to amend the rules, and
5) when deemed necessary by a vote of the General Council, determining which SGA standing committee be responsible to address a question at hand.

In the long-term (by the end of the academic year), the Committee seeks to present an updated and streamlined bylaws to the General Council for review and approval. In the short-term, the Committee plans to review and present to the Council items for discussion- the items that have been referred to the Rules Committee that need to be finalized and adopted. Such items include electronic voting, attendance requirements, disciplinary categories, filling of vacant positions, absentee ballots, officer transitioning polices, and more.

Eric Koch, SGA Parliamentarian and Rules Committee member, commented, “Our first meeting was very successful.  As a committee, we established long and short term goals as well as a vision for this year.  With many issues to address, the committee members are constantly communicating, even outside of the our meetings.  As the committee works to create a new set of bylaws, we realize the importance of the opinions from our general membership.  Therefore, as we address each issue, it is presented at each general council meeting, to gain the approval from the student body.”
